Seal, Turtle and Donald's Birthday

HI! 
In several Mickey Mouse's Donald Duck's and PLuto's cartoons, a Little Black Male Seal. Does anybody know if he's got a name and if he once appeared in comic books?
The same question about the little (male or female?) turtle who appears in at least two Plutso's cartoons which take place at the beach.
(those are both the same type of characters: they first annoy Pluto, but finally they become friends)

News of Donald's Birthday!
In another Cartoon (I think the original name is "Donald's Birthday",1948 but I'm not sure, I have to look on Imdb), Huey, Dewey and Louie want to buy a present for their uncle's birthday and there is a little calendar we can see if you stop the image's move ( I dunno the English technical words...).
And on this calendar: "" * MARCH 13  _  Unca'Donald's birthday * "" !
They don't see if this is on friday... (funny detail: 
when Louie writes his name on a paper, he spells it that way: "Luey" !)
