As things currently stand, "classic" characters such as Donald Duck and
Uncle Scrooge (Don Rosa's bunch) are not available to publishers on a
case-by-case basis. However, if Diamond/Gemstone and Disney for some reason
do not finalize a license on the "classic" characters, Disney could
conceivably realign their comic book licensing goals for these characters
and make them available case-by-case. It would, in fact, be a very sensible
approach, though it would require a little more work on Disney's part to
maintain.
