Originals are returned to artists?

I was surfing through the (http://www.fumetti.org/sindacato/) to see how 
the Italian Comic Workers Union is faring in their  battle against 
Disney. Didn't see anything on the subject in English, though.

Still there was mentioned that Disney licencees are now returning the 
originals to artist. Can anyone elaborate how this came to be?
