Since you include Barks, I suppose you are interested in artists both active 
and not active (or dead). Here are some more artists I've found that are both 
writers and artists (according to INDUCKS):

Bob Gregory
He wrote and drew many duck-stories in the 60ies and 70ies.

Ben Verhagen
He wrote and drew just a few stories. I guess the only one we have seen in 
norwegian weekly is 'Bugged by Humbuggery' in 41/92.

Dick Moores
He both wrote and drew some of his nice Mickey-stories in the 50ies. 
(Examples: 'Goofy's Mechanical Wizard' and 'The Wonderful Whizzix')

Flemming Andersen
These stories are mostly seen in the pocket-books. I find only one short story 
published in the weekly that he both wrote and drew. This is a Fethry-story (D 
90266 in 42/91)

Freddy Milton
Some very nice duck-stories here. The last one (I think) in the norwegian 
weekly, was 'Stove, sweet stove' (H 83001 in 42/99)

Gil Turner
He both wrote and drew many excellent stories with the wolves and pigs.

Jan Gulbransson
Several nice stories here.

Millet
According to INDUCKS, there's this one story: 'Pig Watch' (D 94219). Is this 
correct?

Luciano Bottaro
He both wrote and drew several good stories. Only one of these is seen in the 
norwegian weekly. This is 'Paperino e il tesoro di Papero Magno' (I TL 873 in 
35-37/74)

Mau Heymans
This wonderful artist has also written some of his stories.

Noel vanHorn
Well, I like him better as a writer than as an artist.

Peter Härdfeldt
Mostly MIckey-stories. Example: 'The Great Indian Rope Trick' (D 97631)

Volker Reiche
Some very, very nice stories here. He's one of my favorites!

Wilma van den Bosch
Not many of these are seen in the norwegian weekly. I believe it's only the 
Little Hiawatha-story 'Geruisloos sluipen' (H 86118 in 2/89).

I guess there are many more, but these are the ones that has been seen in the 
norwegian weekly.
