where the administration and the rules of the countries governments are less
effective than in the reality; that is for this reason he can do all the things
he does, and Duckburg shouldn't be the place it is, with all these sorts of
intrigues, with all the regulations which exists in the real world; for example,
in the italian stories, they were talking a lot about that, Scrooge and
Donald often used to have some ridiculous problems with the
administration, in a particular story, Scrooge must make the proof that
he no longer have the legal age to do his military service, he goes to an
administration, he must have the proof in a short period of time, he is very
nervous, and the administration agent gives him an awful bunch of papers to
complete in order to prove his age legally. I absolutely don't say all the
regulations are bad, but in the world of Duckburg they should be a brake
