Donald's new old neighbour

I've now seen a certain charecter in 3 issues of the danish weekly. 3
weeklies from the 60'es. A duck who lives as a neighbour to Donald. He
looks very strang, and his beak is... wow...
His name in danish is Hr. Naevenyttig, mening something like annoying
