if you rotate image, Paint Shop Pro automatically add an antialiasing filter
(similar to blur),
usually is correct this procedure, but is possible correct the problem with
sharpen and edge filter.
an advice... use uncrompessed format like BMP; the JPG format create error
diffusion.
In alternative use professional software like as Photoshop, CorelDraw, ecc.
