If  Donald and the boys say so, then the lady in FG '45 certainly is
"Grandma". I don't know when Grandma Duck was created, but
it was obviously much later (how much?).
So this "Grandma" I would say is sort of  a proto-Grandma Duck.
She was here to get the story started ("We'll all drive over to
Grandma's house!") and to wrap it up-- most joyfully (see her leap 'n' dance!).
As for her family ties... I would say she's just "Grandma"-- everybody's
"Grandma".

Don't know it.
Anyway, remember these were the very early years of  the comic books
and the Ducks. The authors just wrote in new characters as suited their
purpose for the story. Also, they were "just kid's stuff", presumed to be
thrown away-- even the original art was discarded. And *nobody* could have
imagined that more than fitfty years later, people would be seriously discussing
and analyzing these stories as we are.
