That's probably a difference in the meaning of the word "agree".
Rob Klein already addressed this issue.

The thing is that every publisher does this differently. The Dutch licencee
(Sanoma) and Egmont in Denmark *do* return original artwork. In fact, a
Spanish studio begged the Dutch editor to *not* return the original
artwork...
