As far as I know, this question has never really been answered.

I don't know when the cartoon was released. If it was in 1943, or 1944, 
the spirit of 43 - was of course released in 43!
      
the scottish duck and uncle scrooge are both donald with scottish stereotypes 
added on
  (of course uncle scrooge became a heck of a lot more than that)
