Oh, he has.

According to Don Rosa, Duckburg was built upon the old Fort Drakeborough, 
founded by Sir Francis Drake. Coot decided to modernize the name - "drake" 
being old English for "duck" and "borough" meaning "city"... So he changed 
it to Duckburg.
