     I believe this is a John Loter Mickey Mouse drawing from a  
Disney Standard Characters style guide, c. 1998. I'm not sure whether  
you're seeing an actual Loter pencil drawing, though, or someone else  
tracing Loter's inks to create something new in a pencil-sketched style.
