Plagiarism or tribute?

I recently read ``Paperino e le teste "a zero"'' (ITL 259-B) by
Martina/Carpi.  I was surprised to see that this story was a duck
version of Gottfredson's story with Mickey running a detective agency,
with exactly the same plot and gags.  Does anyone know if this was meant
as a tribute to Gottfredson, or if it was just a rip-off?
