Can good artwork save a bad story?

I say that no, it can't. Actually it's always a wasted chance when it 
happens. Both cases, good art with bad story and good story with bad 
art. Editors, when they receive a good story, should always give it to a 
good artist and not try to "level" things... that way we'll always get 
"average" stuff, and we've had enough of avarage stuff, we need 
masterpieces!
