This character was created in Brazil in 1981.
His first story was Biquinho, o Furacão Branco e Preto
(= Biquinho, the Black and White Hurricane
)
and it was first published in Tio Patinhas #202
in April, 1982.
If he has an English name it's not known to me. Biquinho is the original name in Portuguese. (The illustration is from Danish publication of another Brazilian story -- "Pjuske" is his Danish name.)
