Establishing an account

Alternative to my previous request.

Can anyone explain to me how someone would go about establishing a user
account on USENET/INTERNET ?   What does it cost and what special equipment is
necessary (if any)?  Basically I have my account through my workplace, but I
can also dial-up from home via my Mac & modem using a phone number that
connects me to my company's mainframe.
