I disagree totally with you. When publisher buys art from
artist the publisher should only buy the rights to PUBLISH
that art. The art itself belongs to artist.
Of course that is not the way it is with Disney...
For example John Byrne sells his original art to collectors.
That should be considered as a part of his salary.
AND, remember what happened to Jack Kirby's art...
