Duckburg in Denmark?

When was it decided that Duckburg was in Denmark?  All this time I
thought it was in Calisota, which was a state that was made up by Carl
Barks combining California and Minnesota...........both states in the
USA.  That makes it pretty clear to me where Duckburg was thought to be,
at least in the beginning.
