What makes you think that that was decided?

Sometimes the Dutch editors explicitly state the Duckstad is *not* in The
Netherlands. For instance when they issued "Duckburgian" stamps: "you can't
use these on normal Dutch mail, children! You can't use a foreign stamp on a
Dutch letter!"
In other occasions, Duckstad has typical Amsterdam-like canal houses.

I don't think Entenhausen is in Germany. For instance, they don't pay with
Marks, they use Talers in stead. That's more "neutral" for the
German-speaking readers in other countries, like Austria, Switzerland,
Italy, Luxemburg, France, Belgium...
In Italy, the Duckburgians pay with Dollars. I think most Italian stories
refer to Paperopoli being somewhere in America. I think I've even seen a map
in an old Italian story, locating the city somewhere in or near California.

Sinterklaas usually sails into the Duckstad harbour.
Or any harbour where the children live, actually (so it depends on which
child you're talking to).
