In
S 70137 Somebody Stole My Peanuts
a villain named Fink is released from jail, and immediately goes to Goofy's
garden, being "one of the few people who know the secret of SG's goobers"
(as he himself says).

There's also a sequel:
S 72100 Return Of The Super Fink (art: Jack Bradbury)
At the beginning of the story, Fink escapes from jail, and immediately goes
to Goofy's garden, being "the only person in the world to know the secret of
SG's goobers" (as a caption says). 
The villain's appearance is different from the one in S 70137; however, we
know that the artists working on S-coded stories didn't care too much about
continuity... 

The Inducks list no Norwegian reprints for the 2 stories. "Return Of The
Super Fink" was however reprinted in Scandinavia in 1973, both in Denmark
(Gavehæfte 23) and in Sweden (Kalle Anka Julkul 73).
