more than overseeing: they printed them on their own printing press

(Western was short for "Western Printing and Lithography. Inc.")

On the other hand, Dell was responsible for arranging distribution.  Part of 
the problem Dell had started when ANC (their distributor) went under in 1957.

later Dell did self-distributor.  On the other hand, Western was responsible 
for dime store distribution of the comics.
