Who is this mouse?

I have been in France on holiday & whilst browsing through Disney comics, came across a mouse charactyer that appeared to be call Michael. He looked like a cross between Mickey & mortimer & wears Mickey - type red shorts.  Can anyone tell me who he is?
 
Also, an off topic question - I was quite amazed at the huge range of comic books & comic charaters in France, both human & animal.  Is thera website or book that givesd any info about any of these these?
