Yes, and in the Sunday page of that week, Al Taliaferro drew him into a
framed picture, in Donald's home.
  
Does anyone know anything about who invented the caracter?
According to this it must have been the writers for the tv-show mentioned
above? 
Or maybe his first printed appearance was created before the tv-show?

No, he come out in comics after the show. He was created around 1960 with
his definitive look that can be credited to the Master animator Milt Kahl.
It was necessary a long time to produce all that new footage for the TV
show; we can also say that Ludwing come out in the same period of Pongo and
Perdita, and was animated in the same innovative way of "101 Dalmatians"
movie, using the xerox machine.
