Scrooge first apparance?

Im not sure was this thing mentioned before… 

 

Check this old WWII Donald Duck cartoon from year 43 and take the look at the old Scottish duck who give Donald advices :

He look just like Scrooge!!! (well not 100%, he don’t have the top hat and wear a different cloths… But the resemblance is pretty strong)  And this cartoon is four year before Scrooge first appearance in Barks comic stories. 

Do you suppose Barks base Scrooge on this on-shot character?
