You mean, did Barks rip off "101 Dalmatians"? I have no idea whether he
even saw that movie, so I can't help you there.

Well, American natives used smoke signals. I believe the ancient Greeks
(Romans?) used large fires to signal whether a war had been won. And I
suspect humans since the dawn of time has used the concept of verbally
"asking around".
I have no idea who first thought of giving animals their own formalized
(fictional) "asking around" system, though.
